Katherine 'Kathy' McCartney, deputy counsel, the number two legal officer at the New York State Thruway, and chair of the E-ZPass IAG legal committee has died of cancer at just 52. We did not know her, but those who did say she was a key person in tackling legal issues within the E-ZPass Group in recent years.
