Robert B Zoellick president of the World Bank noted in an address titled "The Power of Partnerships" (P3s) that for some years now
communist countries such as China and Vietnam have been more open to private investment in roads and other infrastructure than several American states and he cited Pennsylvania.

Frank McCartney, executive director of the Delaware River Joint Toll Bridge Commission (DRJTBC) since 1999 has begun serving as 2011 president of the IBTTA, the Commission says in an announcement today. He takes over from Steve Snider CEO of the Halifax, Nova Scotia bridge commission.
