North Carolina Turnpike Authority (NCTA) has issued a Request for Expressions of Interest in subordinated loans to fill a gap in financing of the Triangle Expressway project. Earlier the Turnpike said it needed support from the state to cover the difference between the debt service costs of prudent financing and the prospective revenue.

Governor Edward Rendell is renewing his effort to do a longterm lease/concession of the Pennsylvania Turnpike. Potential bidders must respond to a Request for Qualifications (RFQ) by October 1. In a statement today Rendell said that Act 44 is looking fragile. Act 44 was seen as defeat for the Governor's concession plans and provides for the existing Turnpike Commission to retain the Turnpike and expand its sphere of operations by tolling I-80 as well.

The Northwest Parkway Public Highway Authority (NWPPHA) today signed a $603m 99 year lease concession agreement with Portugal-based toll operator Brisa and its Brazil partner CCR.

Brisa the Portugese/Brazilian toll operators have made their $500m+ deal to take over the Northwest Parkway in the Denver area dependent on local government political support for extensions. At a minimum they want support from the City of Broomfield to allow them to extend the tollroad about 5km (3 miles) south over US36 to CO128 which fronts onto Jefferson County Airport, also known as Rocky Mountains Metropolitan Airport.

The German government has announced a Vinci-Hochtief joint venture as preferred concessionaire for a 30 year toll concession to upgrade and operate a 45km (28 mile) section of the A4 autobahn between Gotha and Eisenach known as the Horselberg section.  This is one of a number of concession projects under a financing methodology called A-Modell which stands for Autobahnfinanzierungsmodell or autobahn

We thought that it was a legend that the Indiana Toll Road concession has operating requirements down to a time for removing roadkill from the roadway.  We'd searched the concession contract and couldn't find it.

Turns out it's in the Maintenance Manual that is an integral part of the concession agreement. And it is covered not just once but several times in separate clauses under different headings.

Texas DOT (TxDOT) has shortlisted four groups in a competition to establish a toll concession to expand, upgrade and toll some 58km (36 miles) of expressways on Tarrant County. The project called North Tarrant Express (NTE) involves adding toll lanes and in some cases also untolled general purpose lanes to contiguous segments of I-820, SH183, and I-35W in Tarrant County, a growing area north east of the city of Ft Worth and northwest of Dallas.

A draft "project agreement term sheet" approved today by the North Texas Tollway Authority board commits it to adhere to the toll rate caps of the private sector concession with TxDOT. However it provides few enforcement teeth - no binding arbitration or termination for default.

The Mon Valley Progress Association (MVPA) has received five expressions of interest in participating in a toll concession to help finance and build the final 24 mile (39km) segment of the Mon Fayette Expressway (MFE) in Pittsburgh PA called 51-376.
