Interoperability (IO) of toll systems in north America shows steady incremental and marginal progress, but major breakthroughs are only likely to come with widespread pricing of currently free roads -  tolling of now free interstates or ubiquitous road pricing. That in turn could be a product of fiscal crises that are uncertain in their timing, but the inevitable product, at some point, of spiralling state and federal debt.
