Governor Corzine has appointed Stephen Dilts a former New Jersey Turnpike operations director and deputy commissioner to the top transportation job in the state in place of Kris Kolluri. Dilts is being nominated as state transportation commissioner and is likely to become chairman of the New Jersey Turnpike Authority and the South Jersey Authority which owns the Atlantic City Expressway.

Jeffrey S Dailey is being recommended to the Illinois Tollway board as the next executive director. John Mitola chairman of the board of the Tollway - formally the Illinois State Toll Highway Authority (ISTHA) - today announced his selection of Dailey, a sign that the Governor Rod Blagojevich had chosen him. The board is expected to endorse the selection at their meeting Oct 30.

David Klinges prominent for many years in toll road financing at Bear Stearns lost his job when the company collapsed in May and its remnants were taken over by JP Morgan Chase.

The public face of the New Jersey Turnpike is nowadays the chairman Kris Kolluri, also chairman of the SJTA and secretary of transportation. The Turnpike didn't even issue an announcement Sept 9 when longtime deputy executive director Diane Gutierrez-Scaccetti was appointed executive director (ED).

The Texas Turnpike Division of TxDOT has lost its longtime director of operations and information technology, David T Powell. He is now at Stantec - manager toll systems and operations. Powell continues to live and work out of Austin Texas.

INEX Technologies the video tollers headquartered in Knoxville TN have announced that Louis R Martin, a former executive director of the Pennsylvania Turnpike is joining their board of directors. Martin is trained in both mechanical engineering (U Pittsburgh) and law (Duquesne) but has been practicing law since he stepped down from the Turnpike in August 1991.

Martin was also a director of IBTTA for some years.

Mark B Florian who led the toll concession and public private partnership effort at Goldman Sachs has left the big New York investment bank to set up his own private fund. Florian is among the most prominent figures in the P3 business and with GS went all over the country  talking the subject, and finding out about prospects.

Rob Bain, 47, former director in the infrastructure team at Standard & Poor’s London office, has established his own traffic and transportation consultancy providing independent reviews of traffic and revenue forecasts, and credit advisory services to investors. He has just finished a PhD dissertation at the University of Leeds on investor financed roads around the world.

Nossaman's growing. The LA-based firm of lawyers and lobbyists (L&Ls) specializing in toll road law and lobbying that made do with three or four L&Ls in Washington DC has capitulated to the inevitable, and decided to develop some real clout here in the national capital area. It now has about 25 L&Ls here.

Alan Allegretto head of Kapsch USA departed the job last week though there has been no announcement. His appointment was announced just six months ago (2008-01-16) but the word is there was a serious disagreement with the head office in Europe about strategy.
