There's often rivalry in the bigger states between metro area or large county-based roller and the state DOT. Think Florida DOT and OOCEA and Tampa HEA. In Texas most of the rivalry is in Dallas between TxDOT and North Texas Tollway Authority (NTTA.)
TxDOT tends to favor farming new toll projects out to investors in a public private partnership (P3) or toll concession whereas NTTA favors the traditional in-house development, financing, and operations as well as the risk taking.
North Texas Tollway Authority today opened a 6.5 mile extension of the President George Bush Turnpike TX161 taking it from I-20 to I-30. 2x2 lanes the tollroad cost $420m. Six of eight direct connector ramps at the big PGBT interchange at I-30 remain to be complied, and are due to open early 2013.
Location is the south central portion of the Dallas-Ft Worth metro area.
North Texas Tollway Authority (NTTA) is enlisting local football mania to sell toll transponders. And at a premium price.
They are pushing a "limited edition" (20,000 tags) sticker tag emblazoned with the Dallas Cowboys football team's striking dark blue silver edged star.

Astute marketing? Philanthropy? Patriotism? Smart publicity? Tapping into public support for the greatest of veterans? A car dealer in Dallas arranging to pay the tolls of Legion of Valor (LoV) members at the North Texas Tollway Authority (NTTA) looks like all of that.
2012-07-18: "Performance Review" reports to the board of directors of North Texas Tollway Authority (NTTA) by executive director Jorge Figueredo after he became chief executive in mid-2007 reveal he was disappointed with the quality of key people there and set out to make radical changes.

North Texas Tollway Authority (NTTA) is to publish "Top Violators," a list of people with 100 or more unpaid tolls. It will appear from July onward as a page on the NTTA's website, ntta.org
They say it is one aspect of broader effort to make sure all users pay for their use of the Dallas area tollways. It is also presented as an aid to motorists who have neglected bills in the mail.
The board of directors of North Texas Tollway have confirmed a continuation of 70mph as the posted speed limit on the eastern extension of the President George Bush Turnpike (Tx78 in Garland to I-30 in Rowlett.)
2012-05-09: North Texas Tollway Authority (NTTA) is renewing its development of the difficult Trinity Parkway, with the project having just gotten the strong support of the Mayor of Dallas, Mike Rawlings. Development and permitting of the project goes back about 14 years.
NTTA is doing an unusual public competitive procurement of legal services. First they are doing the RFQ, for one or more of up to seven categories of legal work, and those qualified go onto a Register of qualified firms. Rates and charges are not part of getting on the Register.
Then as specific legal jobs come up the toller will seek rates and prices from one or more law firms on the Register for that work.
