Walsh-VINCI-Bilfinger Berger selected for Ohio River East End Crossing at 23% off & early
2012-11-16: Indiana Finance Authority has announced it expects to get the new East End Crossing of the Ohio River near Louisville KY built for $763m or 23% below its estimates and with a proposal to open the bridge by October 2016 versus the end June 2017 expected date. This is the commitment of the chosen group WVB East End Partners in which the equity members are Walsh Investors LLC, VINCI Concessions SAS, Bilfinger Berger PI International GmbH.
The contract is for design-build of a river crossing which will complete a loop around the north side of the bi-state Louisville-Jeffersonville metro area on the Kentucky and and Indiana sides of the Ohio river.
The new bridge and approach roadswill connect Gene Snyder Freeway KY841 with the Lee Hamilton Highway IN265.
Kentucky is responsible for the Downtown Crossing portion of the Bridges project and will build a new I-65 northbound bridge and reconfigure nearby interchanges in downtown Louisville and Jeffersonville IN on the north side opposite.
Governor Mitch Daniels of Indiana is quoted today: "The most important thing for the people of southern Indiana and northern Kentucky is that the sooner these facilities are open, the sooner the fabulous benefits will begin to be accrued. We’re already seeing, now that these bridges are certain, that the level of new investment and new jobs on our side of the river is rocketing. And now that people know that the facilities will actually be there in less than four years from now, we can expect even more such interest. That’s what this was always about."
Tollling will be free flow all-electronic. E-ZPass will be used.
The selection was worked on over the past three weeks by separate review teams. Nossaman the LA-based law firm active in toll law assisted the state selection process.
Four short listed groups submitted proposals.
The three who didn't make it included:

- ACS, Hochtief, Skanska
