ETC Corp to do Georgia Toll's new back office and I-85 Express Lanes integration


ETC Corporation was selected by Georgia State Road & Tollway Authority to be their integrator for the I-85 Express Lanes project and to provide a new back office for all their tolling. The price is $15,987,990. ETC of Richardson Texas with a  score of 1000 beat SICE scoring 855 and TransCore 851. Indra was ruled "Not within competitive range" and Raytheon withdrew their proposal. The I-85 Express Lanes project is converting some 24km (15mi) of present HOV lanes to High Occupancy free/ others Tolled (HOT) lanes from just south of the I-285 beltway to Old Peachtree Road.

Dynamic toll rate setting to manage congestion

Tolls displayed on entry signs will vary dynamically to maintain free flow while encouraging good usage of the lanes.

The $182m project involves enhancement of express bus service with 46 new buses being purchased and eight new or expanded park-and-ride facilities. Major capital funding is a $110m USDOT Congestion Reduction Demonstration grant. Toll revenues will help cover the remainder of the capital costs and support operations of the facility.

The I-85 Express Lanes are a single inside lane each direction separated from general purpose lanes by a double stripe.  The lanes are scheduled to toll January 2011.

TransCore supplying 18000 6C tags and readers

Georgia State Tollway are separately procuring transponders, readers and front-end support systems. In this procurement they selected TransCore (RFP$927-10-00001) for $1.162m. TransCore won as the low bidder against Neology ($1.28M), Sirit ($2.02m) and Kapsch ($10.3m). IRD was disqualified on the grounds it was not compliant with ISO 18000 6C GEN2/900MHz standard or IEEE802.11/5.9GHz.

Raytheon withdrawal

Raytheon's bid for the integration contract, we understand, contained an administrative error which would have led to their disqualification. Being not allowed to correct the error they withdrew the bid. We're told it was above ETC's price in any case, so would not have won.

Integrated with other back offices

ETC now does back office work for Delaware River Joint Toll Bridge Authority, and Utah DOT.

The back office provided in Georgia under this contract will involve interactive voice response (IVR) for telephone customers and a website. Accounts of the established tollroad Georgia 400 will be "migrated" (transferred) to the new back office being provided by ETC. It will support the full account management, toll collection and violations handling required by Georgia State Tollway.

ETC Corp provide redundancy to their customers by having data and functions for the various agencies operational at remote locations.

The contract provides for five years of operations with two one-year extension options.

SUGGESTION: Georgia Tollway needs a new logo. The present logo is the rudder of an airplane, making them look more like an airline than a toller. While they are at it they could fix their name to indicate the state of their origin, and drop the redundant 'Road &.' Since when was there a tollway that was not also a road?
