TxDOT's Ex Phil Russell to run P3s for Lochner out of new Texas office
Phil Russell who was involved for more than a decade in developing toll projects - public and private - at Texas
DOT has been recruited by Lochner of Chicago to be their director of Public Private Partnerships (P3s). He will be based in their newly opened central Texas office in Austin.
Russell, b1959, engineering graduate from University of Texas Austin and law graduate of Texas Wesleyan University,
retired from Texas DOT in September after 28 years. Russell was most prominent at TxDOT as chief executive of the Texas Turnpike Division through to 2006. His last post was Assistant Executive Director for Innovative Project Delivery.
A Lochner announcement quotes Russell: "My career at TxDOT gave me the opportunity to be involved in all facets of improving surface transportation in Texas. I look forward to leading Lochner’s continuing expansion in the P3 market.
"Lochner’s ongoing P3 project work in the US and in Canada, supported by a partnership with the MMM Group, a Canadian engineering firm that specializes in P3 projects, provides a great platform for continued expansion of innovate delivery projects in North America and potentially beyond."
Larry Thomas president & CEO of Lochner is quoted as saying they are "delighted to have Phil join our senior leadership team."
Lochner, established in 1944 and with corporate HQ in Chicago and 17 state offices, does transport engineering, planning, consulting and construction management.
