REQUEST FOR PROPOSALS
The West Virginia Parkways Economic Development and Tourism Authority will receive sealed proposals for the following:
TOLL SYSTEM UPGRADE
The Authority invites proposals from qualified companies interested in providing an upgraded Toll Collection System for the West Virginia Turnpike. The prime contractor/toll system integrator selected will be responsible for the design, development, installation, testing and portions of maintenance of the Toll Collection System. The upgrade consists of both replacement and enhancement of elements of the current Toll Collection System to produce a successfully designed, developed and tested System that is in revenue operation in time to meet the designated schedule.
Proposals will be received at the office of the West Virginia Parkways Authority Administration Building, 3310 Piedmont Road, Charleston, WV 25306 until 1:00 P.M. on Friday, February 12, 2010.
Copies of the Request for Proposal will be available in electronic format on the Parkways Authority’s web-site, www.wvturnpike.com under the Purchasing link or by contacting the Purchasing Department at 304-926-1900.
A mandatory Pre-Proposal Conference and Site Tour will be held on January 6, 2010 and attendees are required to pre-register in advance. More information on how to pre-register is provided in the Request for Proposal.
If proposals are mailed via the U.S. Postal Service regular mail, they must be addressed to: Shelley Clay, Director of Purchasing, WV Parkways Economic Development and Tourism Authority, P.O. Box 1469, Charleston, WV 25325. This mail is picked up by the Authority once a day between 7:00 and 8:00 A.M. However, Drop-Off, Express Mail One Day Service, Federal Express, United Parcel Service (UPS), etc. must be delivered/sent to: Shelley Clay, Director of Purchasing, WV Parkways Economic Development and Tourism Authority, 3310 Piedmont Road, Charleston, WV 25306.
It shall be the proposers’ responsibility to determine their method of transmittal such that their proposals will arrive in the Authority’s office at least five (5) minutes prior to the submission deadline. Proposals received in the Authority’s office after the scheduled submission deadline will be returned to the proposer unopened. All proposals must be enclosed in a sealed package bearing the name and address of the proposer and must be marked “STATE OF WEST VIRGINIA, West Virginia Parkways, Economic Development and Tourism Authority RESPONSE TO RFP# TE-1-10 Toll System Upgrade”. Additional important information on the requirements for packaging and sealing the proposal is included in the Request for Proposal. Fax bids will not be accepted.
The Parkways Authority reserves the right to reject any and/or all proposals. Prospective vendors are responsible for all toll charges incurred while providing goods or services to the West Virginia Parkways Authority.
