Vehicle separation failure produces hilarious video (ADDITION)

Failure of vehicle separation gear has been the bane of automatic toll collection. And the toughest 'separation' challenge is detecting a towbar, whether the equipment deploys overhead or sidefire lasers or video, or uses in-pavement electromagnetic sensors. They all work fine in detecting the mass of a continuous vehicle, but can have trouble 'seeing' a towbar.

Here's an example of the consequences of a vehicle separation failure - of the separation sensors failing to spot the towbar.

It must come from Europe, we guess, where they take drastic measures to block errant vehicles?

Anyone any idea?

ADDITION: Alistair Sawers a toll enthusiast now at Heritage Oak Capital partners LLC in Houston says this has to be from Britain (UK).

He emails:

"That's an AA (Automobile Association) recovery vehicle with ugly UK motorway high-visibility chevrons on the back. You also see standard UK street furniture, and the car is right hand drive."
