Phil Russell kicked up in TxDOT to tolls+

Longtime head of the turnpike or tolls division of Texas DOT Phil Russell has been promoted to assistant executive director of the department. He is one of three AEDs immediately under the executive director Amadeo Saenz and the deputy executive director.

Russell becomes AED for Innovative Project Development. The title understates his responsibilities. He also takes on the plodding, ordinary, run o' the mill, old hat, and downright boring, uninnovative project developments as well as those glam innovatives.

He has the lot.

An announcement says Russell will continue to be in charge of toll projects but also takes charge of statewide transportation planning and programming operations. He will run the development of toll projects including comprehensive development agreements (CDAs), market evaluations of toll projects, shadow tolls, Texas Transportation corridors, as before, plus longterm planning.

There are also assistant EDs for engineering operations and for district operations.
