Ric Williamson in one of last interviews said concessions will be reinstated - REASON FOUNDATION


Ric Williamson chairman of the Texas Transportation Commission said in one of the last interviews before his death Sunday morning that he thought the state Legislature will reinstate private toll concessions at the end of their 18 month review. The interview was with Len Gilroy, a Reason Foundation researcher based in Texas, and is just published today on the Reason website.

"I truly believe that the legislature is going to spend the next 18 months absorbing the good and the bad of all this, and we will have a CDA (lease/concession) process come out of the next session (of the legislature). It might look different but it will essentially be the same financing model."

Williamson also said the moratorium on concessions exempts eleven projects and does not prevent TxDOT from going ahead with design-build-finance projects with the department or local toll authorities taking on the tolling function:

"Meanwhile, we're still able to privately finance all of our toll roads, and we're doing that. We've notified local toll authorities of 87 toll projects and we're negotiating the market value of those 87 projects starting next week. And the private sector, we hope, is right here making proposals to design, build, and finance those projects."
