The District of Columbia is “off the ropes” and “has fresh legs” according to the WASHINGTON POST despite a 6% drop in population in the 90s. That’s because the population loss was “less than expected,” the paper says. (12/29/00 pA14)

By that logic the Redskins will be doing well if they lose their next match by 20 points since they will be expected to lose by 30 points.
