An ARTBA report says that local govt spending in the US on roads increased 30% during the 1990s for an average $37b/yr of which nearly $11b was construction, $14b maintenance and the balance admin, policing and ops. Local govt is biggest in roads in California ($1.7b/yr) and New York ($1.2b/yr). Property taxes fiannce 55%, tax-pledged bonds 30% and 15% locally imposed highway user fees. We assume the last is ARTBAs mumblemouth term for tolls. (see www.artba.org)
