Odebrecht-Metric won a $150k bonus for early completion of the $53m Garcon Point toll bridge on Floridas panhandle two years ago. Seems however one of the fast-track methods they used was to dump some construction debris over the side. Not smart, given the power invested these days in the green-gestapo.
USEPA is after the company for $4m in penalties and cleanup costs, and there is even talk of criminal charges against OMs construction superintendents.
Needless to say, no one has demonstrated any particular damage to marine life, let alone humans, from the companys heave er over practices. Such an outrage are the environmental laws these days, they dont have to demonstrate any harm.
But its untidy, and these days you just dont do that kind of thing. (If you do, you make sure you dont get caught!)
