Quite separately from the Amtech deal, TransCore announced its acquisition of two other important smaller companies: (1) American Traffic Systems (ATS), a formerly independent supplier of enforcement equipment, including video enforcement systems (VES) and software for generating followup collections and prosecutions, often called violations processing systems (VPS). ATS has applied its systems to red-light running and speeding, as well as to to toll violations. It presently has a contract for a new VES/VPS with the Harris County Toll Road Auth in Houston. It was the VES supplier for the huge Regional Consortium NJ/DE ETC project but had a falling out with the prime contractor MFS/Adesta and the contract went to litigation then arbitration. The company was founded and is run by two brothers James and Adam Tuton out of Scottsdale Arizona in the northern part of the Phoenix area. The Tutons are regarded as among the most knowledgeable people in their speciality. James led a recent IBTTA working group on VES and VPSs. (2) Viastar is a group that has developed a business providing smaller truck companies with services at weigh stations and truck stops e-commerce for truckers. There may be possibilities for TransCore to promote integration of trucking enforcement activities, cross-border movements , e-commerce and management systems with other established uses of transponders such as truck weigh station bypass.
