The Portland metro area, for over a decade the poster city for smart growth ideas of freezing road construction in favor of rail-lite and forcing densification through growth boundaries, experienced one of the largest central city market share declines in the nation in the 1990s, according to data released by the US Census Bureau. The central area of Portland-Salem constituted 32.8% of the metropolitan area population in 1998, down 10.4% from 36.6% in 1990. Only five cities of the nations 48 metro areas with more than 1m pop in 1998 lost a greater share in relation to their suburbs (Cincinnati, St Louis, Minneapolis-StPaul, Washington-Baltimore and Atlanta). On average, central cities in the 48 metro areas accounted for 36% of their respective metropolitan area population in 1998, down 5.5% from the 38.1% figure in 1990. Only one of the metropolitan areas experienced a central city population share increase over the period - freewheeling Las Vegas NV.
