Back in the formative years, the state thought that a Golden Gate bridge was too risky from a toll fee payback point of view and so the bridge was built not with state full faith and credit but by a special tax district running way up the coast. It was scary during WW II but suburban growth later bailed them out and would long back have paid off the debt incurred to build the bridge, folding the bridge into the state system and ending the cushy life of the Authority directors.
Solution? Take on money-eating projects that will absorb toll profits so that the Authority can go on and on for ever after. Hence the cushy buses, money-sink ferries, and plans for rail projects.
