Tom Cuculich’s report to Illinois Gov Ryan is of extraordinary importance to tollsters everywhere. All are under some kind of threat from free-road politicians. Cuculich took on the job at the Illinois Tollway just six months ago, prepared to end tolls in Chicago – to do his boss’s bidding. But he was also intent on doing a professional evaluation of all the consequences. The upshot seems to be that the tollways of Chicago will be more rapidly modernized and reformed, not abolished. Professional study and evaluation have been shown, once again, to be the best antidote to demagoguery and opportunistic politics.
