Pat Goss of MotorWeek TV in Baltimore MD did a set of fuel economy tests using a very average American car (99 Chrysler Sebring 2.5 liter V-6 loaded). At a steady 55mph it gets 33mpg whereas in normal Baltimore traffic he gets 25.6mpg. The 22.4% reduction in fuel economy is the product of all the normal acceleration, deceleration and idling. During light acceleration he got 5mpg, average acceleration, 4mpg and foot-to-the-floor heavy acceleration just 1.0mpg. Emissions are closely related to fuel consumption, so maybe there is a clean air case for ETX (electronic toll express)? (301 577 9200)
