Goldplate Subway

Washington DC has just completed another 4640m (2.9mi) stretch of its Metrorail Green line U St NW to Fort Totten at a cost of $643m - or $70m/track-km. Now if that were a highway you’d expect it to be carrying say 120k vehicles a day, perhaps 150k people? And the Green line is expected to add 4,000 to 6,000 riders, so they’ve invested $107,000 to $160,000 per extra rider and then for ever after the rider gets a subsidy of about $4/trip. The governors of Maryland and Virginia want to do this along the Beltway – with federal money of course.
