“Let’s do the sensible thing and introduce market principles in severely congested corridors served by a rapid transit alternative. Just as the Eastern Europeans did away with bread lines by adopting market economics, we could do away with traffic congestion with market pricing of highway space. With the revenues we would raise by charging market prices on these highways, we could reduce taxes for everybody in the state.
