Were heavy this issue on the misdeeds of environmentalist regulators at the USEPA. They are going beyond regulation and getting into anti-roads propaganda. The agency has also been quietly bankrolling anti-road activists (p XX). Also revealed (below) is a new strategy of early interventionism by the USEPA in the local project development process to prevent road projects even being considered.
It is one thing for private citizens and other independent groups to oppose roads with their own resources. That is a right of free speech. But it is an outrage for a federal government agency to be using tax money to propagandize and to organize front groups to block local road initiatives.
