Traffic’s fickle stuff. A lot of quirky individuals out there, each making very personal private decisions about whether and when and where and how they’ll make a whole heap of possible trips. Only fools believe that glib stuff about ‘build it and they’ll come.’ Maybe, sometimes, some places... but ya can’t be sure until the coins clink, the hands dangle those green bills and the computer blips register the ET transactions.

“Ramp-ups” of traffic are all different too. Traffic forecasts seem stronger in about the second or third year than in the first, but there have been exceptions.
